Tax payers' money up for toss.

The other day, when i was waiting to board my bus, i saw an advertisement board right across the busy road straight in front of me which said "Pay your property tax before and help us built a city of your dreams". Well said but i had a problem with what was written next. I cannot recall it word by word but it said something like, "Pay your taxes on time and get a chance of winning upto Rs 10,00,000". What? are you serious? People pay their taxes and you sum it, make of pie of Rs 10,00,000 and award it to someone who pays their taxes on time. Tax payers money awarded to someone? The entire offer resembles more to a chit fund than a tax process. I mean, poeple pay tax [who ever is paying] for usage of a property not for you to give away to someone. You may call this an act of encouraging people to pay their taxes on time albeit not to be.
Why dont you spend the same money on building the city of peoples' dream, as your tagline hollered!
